Work
As an apprentice, you’ll work at a company and get hands-on experience. You’ll gain new skills and work alongside experienced staff.
What you’ll do at work
The Health and Safety Apprentice is a key role within Cheshire West and Chester Councils Companies, Compliance and Assurance service, part of the Health & Safety team within our Governance Directorate.
This apprentice role offers the opportunity to develop valuable experience of working within a busy Health & Safety environment and acquire the skills and knowledge to become a Health & Safety Administrator.
The Health and Safety Apprentice will provide a wide range of essential administrative and Health & Safety support activities to assist the Companies Compliance and Assurance service.
This apprenticeship with have a line manager, workplace mentor, inclusive employment manager and a dedicated apprentice programme tutor.
On successful completion of the apprenticeship, and review of performance, the post holder will progress to the substantive post of Health & Safety Administrator.
Notwithstanding the detail in this Job Role Profile, the job holder will undertake such work as may be determined by the Manager from time to time, up to or at a level consistent with the Principal Responsibilities of the job.
This role is classed as ‘agile’ which means that the post holder’s primary base will be to work from home, as well as at Council offices and across the Borough, as required.
Apprenticeship Level 3 Safety, Health and Environment Technician will typically last 15 months, End Point Assessment duration 4 months. Upon completion learners will be able to join the Institution of Occupational Safety and Health (IOSH) at Tech IOSH level.
With appropriate support and supervision, the Apprentice will:
- Provide support to the H&S Team when undertaking audits, inspections, reviews, accident investigations and training etc
- Collate information as requested by H&S Team so that accurate and up to date H&S data supports management and services decisions
- Respond to more straight-forward and routine H&S queries from staff and managers, including via teams and the H&S Mailbox
- Support team projects by providing relevant information as requested, e.g. statistics, previous reports, surveys, events etc.
- Support H&S Team with SharePoint sites updates and maintenance of information, guidance updates including formatting and promotion of updates via communication channels
- Creating PowerPoint presentations and flowcharts from information provided
- Support the training offer of the H&S Team including i-learning packages etc.
- Provide support to team for any staff events or engagement activities such as health and safety week
- Support H&S team in ensuring accidents and incidents are effectively reported across the Council via, toolbox talks and communications

Course contents
- Present and hold an audiences attention, for example when delivering SHE training, toolbox talks, inductions or presenting data or investigation findings to the workforce or management team. Show they can sell the SHE message, have personal impact, deal with challenge, reflect on personal performance, use appropriate language for the audience
- Assist the management team in the development, management, implementation and monitoring of the Safety, Health and Environmental Management System by updating systems in line with changes in legislation or best practice, delivering training, coaching operational teams and undertaking workplace inspections
- Provide advice on the practical implementation of the companys SHE policies and processes applying generic industry guidance into the context of the workplace
- Identify the hazards and evaluate: workplace instructions that are relevant to the individual’s job; working practices in the individual’s job that may harm themselves or others’; aspects of the individual’s job that could harm themselves or others; which of the potentially harmful working practices and aspects of the individual’s work present the highest risks to themselves or others; how to deal with hazards in accordance with workplace instructions and legal requirements
- Support the practical application of the workplace instructions and suppliers or manufacturers instructions for the safe use of equipment, materials and products
- Support and assist in the implementation of SHE inspections and monitoring systems demonstrating the balance between enforcement and internal support
- Undertake and/or assist with the monitoring, analysis of and reporting of SHE performance
- Prepare and maintain records relating to safety, health and environmental matters that comply with legal and workplace requirements and are accessible to those who are authorised to use them. E.g. records associated with Provision and Use of Work Equipment Regulations, Lifting Operation and Lifting Equipment Regulations, Noise at Work Regulations, Hand Arm Vibration Regulations or Environmental Permitting Regulations
- Assist the management team in establishing, managing and maintaining relationships with external stakeholders such as local authorities, Health and Safety Executive, Environment Agency, Occupational Health, Occupational Hygienists and others as required and directed
- Research Safety, Health and Environmental Issues and best practices. Review updates of health and safety regulations e.g. changes to Construction, Design and Management Regulations or updates to the Control of Substances Hazardous to Health along with workplace instructions, making sure that information is from reliable sources
- Assist and/or manage the investigation of accidents, incidents, dangerous occurrences, near misses and other incidents as directed
- Recognise where decisions have a financial cost and assisting to develop a budget
- Recognise situations where the activity will benefit from contributions and expertise of other internal departments such as HR, Finance, IT or Occupational Health

Once you have employed and have gone through your team induction, a training plan meeting will be arranged, you will meet your tutor alongside your line manager. An apprenticeship training plan contains in-depth details about the programme length and content. It also ensures the dedication of all parties to the apprenticeship programme.

- Commitments of employer and training provider and what the learner can expect

- The process for solving queries or complaints
- Learning schedule, including modules, delivery, and assessment details
It’s also important to note that the plan of apprenticeship training should be a live document and if any changes are made to it by the learner, employer or provider it would need to be resigned and confirmed by all parties.
